Illinois Supreme Court Rule 215 Psychological Evaluations

When issues of mental health are raised in a court proceeding, the judge can require a parent or child to be evaluated to determine in part if psychological issues are present. Dr. David Finn conducts these evaluations which include in-depth interviews, psychological testing, contact with collateral sources and review of collateral documents. Dr. Finn’s evaluations result in a diagnosis if appropriate. The judge at his or her discretion can include other refereral questions for Dr. Finn to address as part of his evaluation.

Child Custody Evaluations

Dr. Finn has extensive experience conducting child custody evaluations and has been doing so for over 20 years. Dr. Finn conducts evaluations in many Northern and Central Illinois counties including Cook, DuPage, Kane, Will, McHenry, DeKalb and Champaign counties. Dr. Finn specializes in evaluating domestic violence, parent-child contact problems and relocation evaluations. Dr. Finn’s process is thorough including 10 hours or more of interviews for each parent; parent-child observations; interviews of children and adolescents; psychological testing; interviews of collateral sources; review of collateral documentation and, in some cases, visits to each parent’s home. Dr. Finn conducts investigations as Court Appointed expert (750 ILCS 5/604.10b) and when appointed as one party’s retained expert (750 ILCS 5/604.10c).

HAGUE CONVENTION EVALUATIONS

Dr. Finn conducts evaluations and testifies in United States Federal Courts in Hague Convention proceedings. These investigations address issues related to a child’s retention by one parent between the United States and a foreign country that is a signatory to the Hague Convention.

Dr. Finn provides attorney support services in cases where an evaluation has already occurred. Support services include reviewing another evaluator’s work product; assisting an attorney with questions for deposition or cross-examination; or providing expert testimony related to another evaluation.
